Why Ararat Mirzoyan Cancelled the Extraordinary Session of the National Assembly
The newspaper "Hayots Ashkharh" writes: "Yesterday, the President of the National Assembly Ararat Mirzoyan was forced to cancel one of his own decisions for the second time. The matter is that on January 30, information was published on the official website of the parliament stating that President Ararat Mirzoyan had decided to hold an extraordinary session of the National Assembly on February 6.
The agenda includes the legislative initiative of the 'My Step' faction member Vahagn Khovakimyan, which attempts to prevent the Constitutional Court from participating in constitutional amendments. The President of the National Assembly decided to discuss the proposed draft concurrently in the first and second readings, whereas he does not have such a right.
The "Rules of Procedure of the National Assembly" stipulates that for a draft to be discussed in both the first and second readings simultaneously, a substantiated motion from parliament members or a faction is required, which must be approved at a meeting of the National Assembly Council. However, the National Assembly Council did not hold a meeting the day before, which led to the decision being removed from the National Assembly's website just hours after its publication.
And now, yesterday, the President of the National Assembly adopted a new decision, invalidating his previous decision. Interestingly, this is already the second time that the President of the National Assembly cancels his previous decision due to his ignorance. The last time concerned the downsizing of the National Assembly staff, and again the new staffing list had not been approved by the National Assembly Council.
This second slip-up indicates that the President of the National Assembly has still not fully grasped the provisions of the "Rules of Procedure of the National Assembly" or does not have appropriate advisors who can guide him in such situations."
