VIDEO: Ucom + Beeline = Monopoly? Discussion

In Armenia, Beeline has applied to the Public Services Regulatory Commission (PSRC) for approval to sell its shares to Ucom.
"The application was submitted on December 27, and according to existing regulations, the issue must be discussed with all competent authorities," stated PSRC spokeswoman Liana Azizyan.

In an interview with Auroranews, Liana Azizyan noted that there is no established opinion yet, as the application is in the discussion phase and studies are being conducted. When asked if there is a defined time frame for a mandatory response to the company, Azizyan replied, "No."

During a live broadcast on Radio Aurora, former legal advisor of Beeline's legal department David Sandukhchyan and former commercial director Hayk Karapetyan presented their views regarding the sale. If Ucom acquires Beeline, it will control 95% of the fixed-line telephone market and 62% of the fixed internet market. Thus, Ucom would hold a dominant position in the fixed communication and internet market.
Is this not a monopoly?
