Is a Return to a Semi-Presidential Governance System Expected? What Did the Prime Minister Respond?
The Prime Minister addressed the ongoing discussions about creating a semi-presidential system during a press conference with journalists.
"The semi-presidential system is a governance model that has led our country to failure throughout the entire history of the Third Republic of Armenia, and we have all seen this together in practice," he stated.
He noted that since the day after the revolution, there have been individuals urging him to quickly restore the semi-presidential system to avoid responsibility for certain decisions when necessary. "I believe that the true leader of the state, and I as an individual, will not shift my responsibility onto someone else in life. Because the failures of our country have stemmed from that irresponsibility. The semi-presidential system is a model of irresponsible governance. This variant must be excluded. Theoretically, we should have no semi-something,” he emphasized.
