‘Hayastani Haravard’ Project to Be Managed by Arthur Meschian’s Friend

The ‘Hraparak’ newspaper reports: According to the newspaper's sources, the opposition of Yerevan City Council has decided to thoroughly engage with the ‘Old Yerevan’ project. The architect of the old city being constructed in the city center, Levon Vardanyan, is a friend of Arthur Meschian and the brother of the late Jok, Gevorg Vardanyan (one of his daughters is a deputy, and the other is a city council member known as the 'ear chewer').

Although the construction began during Taron’s tenure, at that time, the construction permit was granted for ‘minus one’ level, for underground works. After the revolution, the development continued without a construction permit, violating urban planning norms by building ‘minus 3’ and ‘plus 6’ levels—three underground floors and six aboveground, despite the government decision that allows for the construction of three upper levels and two underground in the case of ‘Old Yerevan’.

If the matter were about construction permits, the mayor would be unable to grant permission due to the government’s decision; therefore, the developer was urged to build first, and later they would come and legalize it voluntarily.

We inquired with the city hall, and they responded: ‘The urban planning documents for the Old Yerevan district were provided based on the RA Government's decision No. 1227-A dated November 6, 2014,’ which confirms the aforementioned: there is no permission to construct six-story buildings.
