Superpremiership is not a moment, nor is it about changing one or several laws. Makunts
The leader of the "My Step" faction in the National Assembly, Lilit Makunts, made the following post on her Facebook page: "Since time constraints did not allow me to fully present my views on superpremiership during today’s press briefing, I will outline my additional comments here.
The superpremiership system, in my understanding, is when the Prime Minister unilaterally takes control of the state governance system across all its branches. When local self-governments are formed based on clear directives, when the National Assembly does not dare to reject any legislative initiative from the government, when total control is exercised over almost all state institutions, thereby limiting their constitutional right to act independently, and when the opposition is often formed not by the will of the people, but rather in ways we are all aware of.
Superpremiership is not a moment, nor is it about changing one or several laws to solve everything. Superpremiership constitutes a multi-layered social-psychological, legal, and value-based system that requires daily implementation of thinking, values, political will, and, of course, legal tools to change. A comprehensive, consistent approach is necessary."
