Prosecutor's Office Appeals to Court to Detain Razmik Abrahamyan

Five individuals involved as defendants in the case of illegal adoption of children have been subjected to protective measures, and the General Prosecutor's Office has appealed the decisions of the Court of First Instance regarding three of them to the Court of Appeals of Armenia.

The Prosecutor's Office reports that an appeal was filed at the end of last year primarily against the decision of the Court of First Instance rejecting the request to apply detention as a protective measure for Razmik Abrahamyan, the director of the Republican Institute of Reproductive Health, Perinatology, Obstetrics, and Gynecology, who is charged under Article 167, Part 2, Points 1, 2, and 3, and Article 200, Part 3, of the Armenian Criminal Code.

According to the Prosecutor's Office, there were substantiated arguments presented regarding Razmik Abrahamyan's alleged involvement in the accusations against him, and there is more than sufficient reasonable suspicion. Therefore, the Prosecutor's office deems the court's decision to be unjustified.

Previously, an appeal was filed concerning the application of bail as an alternative to detention for a citizen involved in the case under Article 34-168, Part 2, Point 2 of the Armenian Criminal Code, named Davit Grigoryan. This case has been accepted for proceedings.

The day before, an appeal was also made against the First Instance Court's decision allowing bail for Levon Karapetyan, the director of the Yerevan Children's Home, who is implicated under Article 167, Part 2, Points 2 and 3, and Article 314 of the Criminal Code.

In both of these cases, it was considered that the application of bail would not neutralize the grounds for selecting detention or the risks related to the defendants' proper behavior, which the court cited in its decision to choose detention as a protective measure.

No decisions have yet been received by the Prosecutor's Office concerning the application of bail for the other two defendants involved under Article 167, Part 2, Points 2 and 3, named Arman Garsantsyan and Anna Jerjerian, the deputy director of the mentioned institute, under Article 167, Part 2, Point 2.

“Upon receiving these decisions and becoming acquainted with the grounds and reasons, the Prosecutor's Office will swiftly express its position on the appeal possibilities. Should these contain similar legal positions and arguments from the court, they will undoubtedly also be appealed against. I would also like to add that necessary measures are being taken under the proper and consistent supervision of the prosecutor's office to uncover all criminal manifestations as well as the individuals involved in their schemes. Relevant information will be provided within permissible limits,” wrote Gorg Abrahamyan, advisor to the General Prosecutor.
