In January 2020, we decided to organize a large conference and present the faction's report. This was stated by Edmond Marukyan, the head of the 'Enlightened Armenia' faction, during a live broadcast on his Facebook page, summarizing the faction's activities.
According to him, as the smallest faction, 'Enlightened Armenia' has put into circulation 66 draft laws in the past year, of which 15 have been adopted. 'The resources of the parliament are very limited, weak in terms of parliamentary oversight, and compared to other factions, LHK ranks first in initiative,' said Marukyan.
'During the year, the LHK faction presented questions of no confidence in individual government members twice: the first case was against the Minister of Finance, and the second case was against the Minister of Environment. In both cases, the government did not discuss the issue of their further tenure,' he added.
Marukyan noted that they submitted 151 proposals regarding the draft state budget, all of which were rejected, and they voted against the budget draft. He reminded that they proposed a change in the governmental structure, which was also not accepted, resulting in current issues where the NSS and police are led by acting officials.
The parliament member announced that they have plans related to constitutional legal issues for 2020, and according to him, it will be a very 'constitutional' year. 'It is very difficult to be in opposition after a revolution and to be the opposition to a legitimate government, but we have demonstrated our activity as much as possible,' he said.
Marukyan then addressed the ministers: 'In my opinion, the best-performing ministry is the Ministry of Territorial Administration, and Minister Suren Papikyan. The worst-performing ministry is the Ministry of Environment, the minister, to whom we recently expressed no confidence, but the authorities did not accept it,' said Marukyan.
