The Tender for Garbage Bins Won by the Nephew of the Head of the Municipal Department of the City Hall: Khajakyans New Revelations

The leader of the "Lus" faction of the Yerevan City Council, Davit Khajakyan, spoke in a Facebook live broadcast about the corruption risks he discovered in the procurement process at the city hall.

Khajakyan stated that the company owned by the nephew of Ararat Khachikyan, the head of the municipal department of the Yerevan City Hall, has been declared the winner in the tender announced for garbage bins. This tender is worth 180 million drams.

“On May 29, a meeting of the procurement procedure commission regarding the garbage bins was held at the City Hall, chaired by the head of the municipal department. It turned out that the participant who won this tender is, in fact, the nephew of Mr. Khachikyan's own sister. The continuation of this situation is much more horrifying. On September 25, Mr. Khachikyan signed a statement about the absence of a conflict of interest. The law requires that when a conflict of interest is discovered, the commission member must not participate in the meetings as they cannot remain impartial. Look at what is happening. They opened the bids and found that three organizations participated in the competition for the garbage bins. 'Gavar Trans' LLC participated in the competition and offered the lowest bid of 176 million drams for 1,000 garbage bins, but was not declared the winner. Automatically, the newly established LLC belonging to Mr. Khachikyan’s nephew was declared the winner,” stated Davit Khajakyan.

'Gavar Trans' LLC has appealed to the procurement complaints council, and the response is yet to be known.
