During the government meeting discussing the approval of the package of legislative drafts on amendments to the Criminal Code and the Criminal Procedure Code of the Republic of Armenia, Prime Minister Nikol Pashinyan stated, "The adoption of the project stems from the logic of the revolution that took place in Armenia in 2018. Armenia must be a society free of violence. We must acknowledge that although this title is consensual in Armenia, there are still certain underlying layers within our consciousness that contain some forms of violence, which nevertheless include elements of legitimacy. In the context of discussing this issue, I recalled the famous story, 'What Happened When a Piece of Sugar Was Missing' — nothing happened, it was just a moshte that was given, nothing more. We are saying something specific: No citizen of the Republic of Armenia should be subjected to violence. If we move towards legitimizing violence, even through local means, we will reach other places, because some do not like tall people, some do not like short people, some prefer julienne, others kebab, and so on. There should be no violence against any citizen of Armenia, including children. When there is violence against children, the state has the right to intervene. The same applies to women. Violence should not be directed against anyone."
