Gyumri Home-Institution is Being Liquidated

During the government’s regular session on December 12, a decision was made to liquidate the state non-commercial organization 'Gyumri Home-Institution'.

According to the justification, the necessity for the liquidation of the 'Gyumri Home-Institution' arises from the provisions of Chapter 4.2 of the Armenian government's program on 'Overcoming Poverty, Social Protection, and Demography', which emphasizes the importance of de-institutionalizing services, implementing alternative community services, and delegating services to non-governmental organizations.

The development of this project is also conditioned by the need to implement measures outlined in the strategy for the development of the labor and social protection sector.

The goal of this strategy is to provide services to elderly individuals in need of care, through delegation to non-governmental organizations, which is deemed more effective. This process aligns with international approaches to sector development.

Currently, the government has adopted a policy to primarily implement care services through delegation, aimed at enhancing the quality and efficiency of services, and this process has trends for expansion and development.

The monetary resources resulting from the organization's liquidation will be transferred to the state budget of the Republic of Armenia, which will be fully directed towards the provision of 24-hour care services for the elderly.
