The Gyumri Municipality Has Not Yet Dismantled Illegal Stalls Near the New Customs Terminal
The Gyumri Municipality has not yet dismantled the illegal stalls installed on Tbilisyan Highway, near the new customs terminal.
It is recalled that days ago, the Gyumri Municipality recorded that 15 stalls had been installed in the area, all without permission. These stalls belong to the famous Zargaryan brothers in Gyumri, but there has not yet been an agreement with the owners regarding the dismantling of the stalls.
Currently, the municipality can only impose fines for not relocating the illegal stalls. This was announced by the Mayor of Gyumri at the council meeting. According to him, local self-government bodies have limited powers by law, and a specific procedure is required before dismantling.
Meanwhile, the owners have not ceased the construction of the stalls. "We have made a decision to impose fines; we will definitely remove them because they were installed illegally, but it is a very complex process. Communities have very few levers to carry out this function. You go, you say, 'I'm fining you,' but they continue to build. The procedure takes about a month or a certain period, and they finish constructing it. We want to clear the stalls, but overnight, 15 stalls were set up," stated Gyumri Mayor Samvel Balasanyan.
