The State Will Implement Post-Payment Financing for Certain Services Provided by the State
The Ministry of Health of Armenia plans to implement post-payment financing for certain services provided by the state starting from 2020. This was stated by the Minister of Health, Arsen Torosyan, during a conversation with journalists.
“The only drawback of state funding so far has been that the money has been provided in advance. Starting from 2020, we are transitioning to post-payment financing for certain programs. These include maternity care, emergency heart stenting services, and services provided to military personnel,” Torosyan said.
He noted that under the current system, healthcare institutions are allocated, for example, 1 billion drams, which cannot be exceeded. However, in the case of insurance, the post-payment principle is applied. “Initially, the insurance amount has been quite high, while the amount allocated for state services has been low. Now, the opposite situation is going to happen, and the amount allocated for state services will be significantly higher due to budgetary increases,” he emphasized.
Torosyan stressed that cases will be financed post facto. He pointed out that if this continues, it will turn out that state programs are being financed through insurance mechanisms, making it completely meaningless to maintain the social package through private insurance companies.
