Vladimir Putin has awarded the II degree medal to the renowned Soviet scientist, polar explorer, and State Duma Deputy Arthur Chilingarov, for his "services to the homeland." According to РИА Новости, Chilingarov made Putin laugh by confusing his position and accidentally standing near the podium.
"It's still early," was heard from the audience, to which Chilingarov replied that it was indeed still early for them. "We need to be more attentive now," joked Putin.
