Charges Filed Against Brother of Vladimir Gasparyan
The investigative department of the Kotayk Regional Investigation Division of the RA Investigative Committee has completed the preliminary investigation of a criminal case initiated regarding an incident that occurred during Vardavar in the village of Kotayk. Charges have been filed against K. Gasparyan. This information was reported by the Information and Public Relations Division of the RA Investigative Committee.
On July 8, 2018, a resident of the Kotayk region reported to the police that on the same day, around 11:30 AM, his minor daughter had a dispute with citizen K. Gasparyan regarding splashing water with his car during Vardavar. During this quarrel, mutual insults were exchanged. Later, around 12:30 PM, K. Gasparyan's son called him to Gasparyan's summer house, threatened him with murder, demanded that he kneel and apologize, and punched him in the face.
A criminal case had been initiated by the RA Special Investigation Service under Part 1 of Article 137 and Part 1 of Article 119 of the RA Criminal Code. By the decision of the Prosecutor’s Office, the further execution of the criminal case investigation was continued at the Kotayk Regional Investigation Division of the RA Investigative Committee. As a result of the investigative and other procedural actions carried out during the pre-trial proceedings, several circumstances surrounding the incident were clarified.
It was specifically established during the preliminary investigation that on July 8, 2018, the minor girl and a group of her peers were splashing water on each other in the 3rd street of the village of Kotayk and its adjacent area during Vardavar, during which the child also splashed K. Gasparyan's "BMW X3" car passing on the road.
According to the investigation data, K. Gasparyan, aiming to demonstrate his superiority over other residents of the community and participants in traffic, exhibited obvious disdain, parked his car in the middle of the road, obstructing traffic, got out of the car, and deliberately grossly violated public order, behaved in a hooligan manner, insulted the minor, and then also exerted violence against her.
The girl's father, witnessing the incident from the balcony, demanded K. Gasparyan to immediately release the child and leave, however, Gasparyan insulted the girl's father and then tried to exert violence against him as well, but the dispute ended with the intervention of the gathered people.
However, K. Gasparyan, unable to tolerate what happened, invited the girl's father to his summer house at around 1:00 PM on the same day, where, in the presence of his son, two friends, the caretaker of the summer house, as well as the victim's brother's son and a neighbor, he demanded the girl's father kneel and apologize for confronting him.
Based on the collected sufficient evidence, K. Gasparyan's charges were altered during the investigation, and he was charged under Part 2 of Article 258 of the RA Criminal Code. Notification of the completion of the preliminary investigation has been declared, and the criminal case has been sent to court with an accusatory conclusion.
