Samvel Ghulyan Appointed as Deputy Mayor of Stepanakert

Samvel Ghulyan has been appointed as the Deputy Mayor of Stepanakert, as reported by the official Facebook page of the Stepanakert city hall.

"By the Mayor's decree, Samvel Grigory Ghulyan has been appointed as the Deputy Mayor," the announcement stated.

From 2008 to 2019, Samvel Ghulyan held positions as the chief specialist of the architectural and construction oversight department of the Stepanakert city hall and as the head of the city inspectorate's construction and urban planning regulations enforcement division.
