Civil Servants Inform Marukyan That They Do Not Receive Bonuses
During a briefing at the National Assembly, the leader of the LHK faction, Edmon Marukyan, announced that they condemned the secretive double increase in the salaries of ministers and deputy ministers immediately after the publication by ‘Hetq’. He noted that the entire amount should not exceed 30 percent of the bonus fund, meanwhile, they raised salaries by 100%.
Marukyan mentioned that after the question, he approached the Prime Minister, who stated that they were guided by the law on the budget, and then they approached Atom Janjughazyan together, to whom it was presented that they should have followed the law on the remuneration of officials, which regulates the field.
Janjughazyan said that he is not a lawyer and it is a matter of interpretation, but they are guided by the law on the budget.
“But putting that aside, a question arises here: if you have a 30% fund for bonuses, from which you can give certain subjects 100% of the money, it means that you are giving nothing to some other subjects. Therefore, it is necessary to understand who those subjects are that have not received any bonuses at all,” Marukyan said.
According to the MP, he has received several messages from civil servants on his Facebook page, who wanted to remain anonymous and insisted that they do not receive bonuses at all because their names are removed by the leader at the end of the month.
“Now there are two points: this leader insists that he is a bad worker and gives to the good ones, but this person also insists that he gives to his close ones. Now this manipulation, so that it doesn't happen, we suggested that we have a 30% fund and raise everyone’s salaries accordingly to avoid this conversation,” he added.
Marukyan noted that what they stated was that they raised salaries bypassing the parliament and “doubled the scale.” “The minister’s coefficient of 12 has become 24 without the NA’s permission and increase. It is clear that this has not been a popular move, which is why they did not bring it to the NA. We understand that officials should receive high salaries because there are numerous expenses, representation, etc., but it shouldn’t be done secretly, that is the issue,” he stated.
