Damage of 12 Million Drams Caused to the State Fully Recovered

The investigation department of the Yerevan city investigative department of the RA Investigative Committee has clarified several circumstances of apparent abuses that occurred in the "Yerevan Tork Angakh Cultural Center" State Non-Commercial Organization as a result of necessary investigative and procedural actions.

The damage caused to the state has been fully recovered.

According to preliminary data, the director of the mentioned SNCO, endowed with regulatory powers and acting as a public official, intended to commit theft by appointing a woman to the positions of accountant, instructor, and later artistic coach from January 3, 2016, to August 14, 2019. However, the woman never attended work and did not perform her duties, while the director confirmed official documents with false information regarding the woman’s attendance, based on which substantial amounts were misappropriated as wages.

Additionally, using his official position for personal gain instead of providing free educational services, the director organized and carried out illegal fundraising from 2012 until August 14, 2019, collecting monthly fees from students through several coaches of the SNCO.

Moreover, from September 2017 to August 14, 2019, the director organized unauthorized entrepreneurial activities on the premises belonging to the organization through the watchmen, collecting fees from the residents of neighboring buildings for parking their vehicles in the specified area, activities not provided for in the statute.

In connection with the incident, the RA Police's Anti-Corruption and Economic Crimes Investigation Department initiated a criminal case under points 1 and 3 of Part 2 of Article 179, Article 314, Article 308, and Article 309 of the RA Criminal Code, with the preliminary investigation being carried out by the Investigative Division of Avan and Nor Norq.

Necessary investigative actions have been conducted, and several individuals have been interrogated. During the investigation, the director of the mentioned SNCO applied for dismissal, confessed to the charges, and transferred the damage caused – a total of 12,055,000 Armenian drams – to the deposit account of the RA Investigative Committee.

The preliminary investigation is ongoing.
