Abuses of the Head of the Jermuk Community Revealed; Criminal Case Initiated

Based on the report of the specialists from the Ministry of Territorial Administration and Infrastructure of the Republic of Armenia, and as a result of joint efforts by the police’s main department combating organized crime along with regional departments in Vayots Dzor and Jermuk, abuses committed by the head of the Jermuk community have been uncovered. This information has been reported by the police's public relations department.

Specifically, by abusing his official powers and acting against the legal interests of the community and the state, in 2006, he created a false certificate, which purported that the territory of the former airport located within the administrative boundaries of the Jermuk community is not included among the plots defined by Article 60 of the RA Land Code.

Based on this, having obtained the consent of the community council, the mentioned 60 hectares of land was put up for auction, after which, maliciously violating the regulations of public bidding and organizing a formal auction, he sold it to a former MP's son for 30% of the cadastral value of 486,000,000 drams, amounting to 153,300,000 drams.

Additionally, the prepared materials also revealed that between 2018 and 2019, due to the negligent attitude of officials from the Jermuk community administration towards their duties, taking advantage of the inaction of the management of a technical supervision company, the contractor responsible for the construction of the street lighting network in the Her-Her village of the Jermuk community partially completed the work as per the project and budget estimations and created false execution documents that did not correspond to the reality, fraudulently embezzling a large amount of 1,450,000 drams from the community’s financial resources.

A criminal case has been initiated based on the prepared materials. An investigation is ongoing.
