168 Hours: Osipyan Made Promises to Many. Where and With Whom is the Former Chief of Police?

168 Hours newspaper reports that on September 20, it became known that Valeri Osipyan went on vacation just one day after being appointed as chief advisor to Prime Minister Nikol Pashinyan. Osipyan's vacation started on September 19 and will end on October 2. It is noteworthy that his vacation is unpaid.

However, it is strange that the former police chief is going on vacation immediately after his appointment, especially since 168.am has received information that Osipyan's hasty vacation is related to around 40 decrees he signed just before his dismissal, appointing different people to positions and making promises to some.

According to media reports, Valeri Osipyan, one day before his departure, had managed to make several appointments in the system, most likely for those individuals he had promised positions or had already agreed with. Osipyan signed approximately 40 decrees, including about 10 appointments of officials at various levels and other systemic changes.

However, the new acting head of police, Arman Sargsyan, according to reports, has reviewed Osipyan's last decrees. He has summoned the newly appointed officials one by one and sent them back to their previous positions, thus most of the decrees have been revised.

At this moment, former police chief Valeri Osipyan and the head of the Operational Search Division (Seventh Department), Colonel Babken Sedrakyan, are reportedly in Dubai, UAE, where the latter has a home. Osipyan's absence from the country is linked to the mentioned 40 appointments he signed before his dismissal, which poses many questions.
