The National Assembly is a political body, and the RA National Assembly conducts its actions within its own framework, while the Constitutional Court (CC) operates within the parameters established by the Constitution and the law on the Constitutional Court. This was stated today, September 17, by CC member Arevik Petrosyan, during a conversation with reporters near the Constitutional Court, responding to the statement made by National Assembly President Ararat Mirzoyan, as reported by news.am.

Commenting on Ararat Mirzoyan's statement that the CC has not considered the application of CC judge Vahe Grigoryan regarding the impossibility of three CC members participating in the examination of the Robert Kocharyan case, including himself, Arevik Petrosyan said, “The CC does not examine any application that is submitted improperly and without adhering to the established procedures. Applications that violate the letter of the law and its requirements are submitted improperly, and the CC has no obligation to consider them, even if they are submitted by a CC judge. Moreover, the CC judge is required to comply with the provisions of the 'Law on the Constitutional Court,' to submit such applications within established deadlines, following the appropriate procedures and within their authority. This application was submitted improperly, at untimely instances, and by an inappropriate subject, thus the issue has become a topic for multi-faceted examination, and in the procedural session of the CC, the CC President has presented the question for discussion.

Decisions in the CC are made by a majority of votes, considering all that I presented, the CC has substantiated it, recorded it in the minutes, and based on the aforementioned grounds, did not find it necessary to make this issue an object of consideration and to make a decision regarding it.”
