Clarification on Car Import Procedures and Customs Duties

The spokesperson for the Ministry of Economy of Armenia, Anna Ohanyan, has made a Facebook post regarding the recent discussions and misunderstandings related to car import procedures and customs duties from third countries to Armenia. She has provided several clarifications:

“In order to fulfill the obligations of the Russian Federation to the World Trade Organization, a decision by the Eurasian Economic Commission Council on May 28, 2019, has resulted in the modification (reduction) of customs duty rates for certain goods, including a number of passenger vehicles. Relevant information concerning certain cars has been highlighted in the accompanying image.

This decision was published on May 31, 2019, and the provisions established by it came into force on September 1, 2019. However, for Armenia, these provisions will be effective starting January 1, 2020, considering that the customs duty rates applied during the transitional period for passenger vehicles classified under code 8703 of the EAEU Commodity Nomenclature will be lower than those of the unified customs tariffs of the Eurasian Economic Union until that date.

At the same time, according to a decision of the Eurasian Economic Commission Council dated December 20, 2017, starting from January 1, 2020, customs duties and taxes for individuals importing passenger vehicles (classified under code 8703 of the EAEU Commodity Nomenclature) for personal use will be collected in the form of a collective customs payment for Armenia.

It is important to note that decisions within the Eurasian Economic Union are made with the consensus of all member countries and are published on the official website of the Eurasian Economic Commission when accepted.

Let us remind you that during the negotiation process for joining the EAEU, Armenia received the right to maintain a customs duty rate of 10% for passenger vehicles classified under code 8703 for a period of five years, which is significantly lower than the unified rates of the Eurasian Economic Union.”
