If I were in the place of the new authorities, I might not want to reopen the October 27 case.
Vahagn Ghukasian, a journalist who left Armenia after being questioned by the prosecutor's office in January 2003, stated in an interview with Armdaily.am that he was confident the investigator would sanction his detention. Ghukasian returned to Armenia one month ago.
“I have written over 60 journalistic articles concerning the organization of the October 27 events, and I have come to the conclusion that the October 27 case is uncovered. Although I do not emphasize specific names from an organizational standpoint, when you are familiar with the details of the case—I am familiar with 18,000 documents, which amount to approximately 42 volumes—I have come to the conclusion that the identities of the organizers have been uncovered on the scale of Armenia. Beyond Armenia, there are many issues in foreign relations that will not allow the identification of the instigator today,” he said.
According to Ghukasian, five months after October 27, he published his pamphlet titled “The Observer's Hypothesis,” in which he states that the traces of the murders lead to Russia. “In that book, I gathered all the terrorists, among whom are representatives of the Armenian authorities, and behind them is Putin. As for Robert Kocharyan, I have never claimed that he is the organizer, but I have shown in my publications that Kocharyan was necessarily involved and was aware of it. Kocharyan has admitted this on one occasion. In any case, that is my personal perception. I believe that the case was nearly fully uncovered until April 2000. From the moment when the materials of the case were taken from the Military Prosecutor's Office and transferred to the General Prosecutor's Office, the latter did not start an investigation regarding the identification of the organizers, but rather began the process of washing away the traces. However, I am of the opinion that the more they tried to cleanse them, the more traces were added,” he stated.
