Request to Initiate Proceedings Against Levon Yolian Submitted to Ethics Committee

The head of the Legal Department of the Court of Accounts, Aram Mamikonyan, today, June 14, submitted a request to the Ethics Committee of High-Ranking Officials regarding the initiation of proceedings against the president of the Court of Accounts, Levon Yolian, for violations of ethical rules established by law, and for taking appropriate measures regarding unlawful actions being carried out by Levon Yolian against him. This was announced by Aram Mamikonyan in a Facebook post.

It is noteworthy that earlier he also informed through another Facebook post about the issues arising with the president of the Court of Accounts: “In order to avoid unnecessary speculations, I hereby officially declare that I have filed a complaint in court and other relevant authorities against the unlawful actions of Levon Yolian, the president of the Court of Accounts, regarding the substantial non-payment of monetary rewards for my extensive work which has been carried out arbitrarily and without any criteria for a long time.”

He also informed that as soon as his application was received, Levon Yolian immediately began the process of implementing structural changes within the Court of Accounts, which is intended not to enhance the efficiency of the implementation of the powers or functions entrusted to the Court of Accounts by the Constitution and law, but solely to reduce my position as the head of the Legal Department, unlawfully dismiss me, and thus silence me, which I will undoubtedly also appeal to all instances…

Note: I am convinced that a civil servant with nearly 20 years of service, of which 11 years have been as the head of the Legal Department, is protected against all kinds of encroachments and illegal actions occurring towards him in the Republic of Armenia, regardless of the level of senior official carrying them out.
