Indictment Conclusion Published in Case of Kocharian and Other Officials

The indictment conclusion concerning the second President of Armenia Robert Kocharian, former Deputy Prime Minister Armen Gevorgyan, former Secretary General of the CSTO Yuri Khachaturov, and former Minister of Defense Seyran Ohanyan has been posted on the Datalex.am website.

According to the judicial information system, the case has been assigned to Judge Vardan Levoni Grigoryan of the Yerevan court as of yesterday, April 29.

According to the indictment conclusion, Robert Kocharian, who served as the President of Armenia from April 9, 1998, to April 9, 2008, in his capacity as the head of state under the Constitution of Armenia, failed to uphold the constitutional order with others' collaboration, using his official position to facilitate actions benefiting Silva Hambartsumyan, the sole participant and director of “TSSCI Armenia” LLC. Specifically, he is alleged to not have obstructed the transaction of selling 100% of the company’s shares to a non-resident company in Armenia, which was licensed for the exploration of useful minerals, in exchange for a bribe of 3,000,000 USD equivalent to 927,000,000 AMD received in February and May 2008 with the assistance of Samvel Mayrapetyan.

Seyran Ohanyan is accused of colluding with others to undermine the constitutional order while serving as the Chief of Staff of the Armed Forces of the Ministry of Defense of Armenia in 2008.

According to the accusation, Yuri Khachaturov, who was the Deputy Minister of Defense and Commander of the Yerevan garrison in 2008, is also accused of colluding with others to undermine the constitutional order.

Armen Gevorgyan is charged with using his official position from February 2006 to April 21, 2008, while serving as the Head of the President's Office and Secretary of the National Security Council, to assist President Robert Kocharian in undermining the constitutional order by eliminating obstacles and providing instructions. Additionally, it is alleged that Gevorgyan accepted a bribe equivalent to 1,000,000 USD and 309,000,000 AMD with the support of Samvel Mayrapetyan for not obstructing the transaction facilitating actions that benefited Silva Hambartsumyan. He is also accused of concealing and misrepresenting the true nature and origin of these funds, thereby legalizing proceeds obtained through illegal means.
