25 Million Dram Allocated for Citizen's Day Celebrations, Organized Again without a Competition

In Yerevan, 25 million 20 thousand drams will be allocated for the implementation of events dedicated to Citizen's Day, while 83 million 428 thousand drams will be allocated to 10 regions in total. An additional 15 million 762 thousand drams will be allocated for the promotion, advertising, and transportation expenses of the events dedicated to the "Citizen's Day."

This was reported in response to a query from Tert.am by the information and public relations department of the Prime Minister's Office.

The least amount will be allocated to Gyumri, amounting to 7 million 999 thousand drams, while the most will go to Syunik, which will receive 9 million 10 thousand drams.

The Prime Minister's Office also informed the news agency that the organization of events dedicated to Citizen's Day has been carried out through single-source procurement, as it was not possible to organize a competitive purchasing process due to time constraints.

Recall that the legislative initiative from the government regarding the draft law on amendments to the Republic of Armenia's law on "Holidays and Commemoration Days" was approved by the National Assembly in the first ten days of April, determining that the last Saturday of April each year be celebrated as Citizen's Day in the Republic of Armenia.

“Considering that it has not been possible to organize a competitive procurement process due to time constraints, it has been decided to carry out the organization of events dedicated to Citizen's Day through single-source procurement. Based on the offers presented by companies that organize similar mass events in the sector, those companies have been selected based on the attached budget proposal, totaling 11,” the response to the inquiry states.

According to the table below, the organization of events in Yerevan without a competition has again been delegated to “Factor Production” LLC. This company has also organized New Year's events in Yerevan through single-source procurement. The celebrations for the 150th anniversary of Tumanyan were also organized by “Factor Production.”

In addition to the allocation of 25 million drams for celebrating Citizen's Day in Yerevan, “Factor Production” has also been entrusted with the design development of posters, which cost the government 1.5 million drams.

Below are the budgets regarding the organizations conducting events dedicated to “Citizen's Day” and the proposed amounts allocated to those organizations. The budgets clearly show how the allocated 124 million drams will be spent according to the companies involved in the process of organizing the events.
