Foreign Ministers of Armenia, Azerbaijan, and Russia Reach Agreements

On April 15, in Moscow, a working meeting was held at the initiative of Russia with the foreign ministers of Armenia, Azerbaijan, and Russia: Zohrab Mnatsakanyan, Elmar Mammadyarov, and Sergey Lavrov. The event was also attended by the co-chairs of the OSCE Minsk Group: Igor Popov (Russia), Stefan Visconti (France), and Andrew Schofer (USA), along with the personal representative of the OSCE Chairperson-in-Office, Andzhey Kasprzyk.

The meeting continued discussions on the prospects for advancing the peaceful resolution of the Nagorno-Karabakh conflict, taking into account the results of the meeting held on March 29 this year between the leaders of Armenia and Azerbaijan in Vienna.

There was an exchange of views on measures aimed at further reducing tensions in the conflict zone, as well as possibilities for humanitarian cooperation.

As a result of the meeting, a joint statement was adopted:

"Statement by the Foreign Ministers of Azerbaijan, Armenia, and Russia, and the Co-Chairs of the OSCE Minsk Group on the resolution of the Nagorno-Karabakh issue"

On April 15, in Moscow, at the initiative of the Russian side, a working meeting took place between the foreign ministers of Russia, Azerbaijan, and Armenia: Sergey Lavrov, Elmar Mammadyarov, and Zohrab Mnatsakanyan. They were joined by the co-chairs of the OSCE Minsk Group: Igor Popov (Russia), Andrew Schofer (USA), and Stefan Visconti (France), as well as the OSCE Chairperson-in-Office’s personal representative on the Nagorno-Karabakh issue, Andzhey Kasprzyk.

In continuation of the agreements reached at the summit held on March 29 this year in Vienna between President Ilham Aliyev of Azerbaijan and Prime Minister Nikol Pashinyan of Armenia, the participants of the meeting discussed the situation at the border and in the contact line, as well as the prospects for establishing humanitarian cooperation. There was a thorough exchange of ideas on fundamental issues of resolution.

The foreign ministers of Armenia and Azerbaijan reaffirmed the parties' intention to continue efforts towards the resolution of the Nagorno-Karabakh conflict through political and diplomatic means. They emphasized the interest in further stabilizing the situation in the conflict zone, particularly during the agricultural work period. They also agreed to take measures on the basis of reciprocity to allow visits by relatives of persons detained in the territories of the parties. The ministers expressed their willingness to take practical measures to establish communication between people, including through reciprocal visits by media representatives.

The Russian Foreign Minister and the co-chairs of the OSCE Minsk Group reaffirmed their commitment to the mediation mission aimed at establishing stable peace in the region. Participants of the meeting...
