David Galstyan, the president and shareholder of Royalsys Engineering, which announced the production of Kalashnikov rifles in Armenia, has found himself in the spotlight of one of the UN Security Council reports as well as in foreign media outlets. Reports indicate that he has been involved in arms supplies to Libya, made transfers to an offshore company linked to Petro Poroshenko, faced eviction from his residence in Armenia, and accrued credit debts.

“On August 21, 2018, the Ministry of Defense reported a contract signed between Royalsys Engineering LTD and the Russian ‘Kalashnikov’ concern, which aims to establish the production of the new AK-12 and AK-15 models in Armenia. ‘Kalashnikov’ is a Russian company that produces rifles and weapons, 25 percent of which is state-owned. The only information available online about Royalsys Engineering LTD is that it plans to establish the production of Kalashnikov rifles in Armenia.

David Galstyan is the company’s president and shareholder, and he holds stakes in several other companies in Armenia, which specialize in the military industry. The names of David Galstyan and his companies can be found in a UN Security Council report regarding arms deliveries to Libya, payments made through an offshore company linked to Ukrainian President Petro Poroshenko, and in numerous documents from the judicial information system of Armenia.”
