A Judge Has Applied to the Constitutional Court Regarding the Recent Amnesty
According to the "Zhoghovurd" daily, a judge of the Court of Appeals of Armenia has recently applied to the Constitutional Court, challenging the constitutionality of the law on amnesty that came into force on November 6, 2018. The issue is that while previous amnesties clearly stated that they could not be applied to individuals who had not compensated for damages caused to the state or individuals, this time there is no such restriction.
As a result of the recently declared amnesty, individuals who have not compensated for damages to the state or citizens were also released. Amnesty was applied to them, while according to Article 4, Clause 2 of the law, victims have been given the opportunity to file a civil lawsuit against the defendants to demand compensation for damages. Judges consider this issue problematic and have now appealed to the Constitutional Court in this regard.
