We are in dissonance; there will be major problems, there will be crises, but it doesn't matter, we must go down this path, because that is the path of integration. Certain functions must be delegated to the private sector, to the scientific sector, so that we can organize our work more efficiently. This was stated today by Prime Minister Nikol Pashinyan during the government meeting discussing the changes to the funding procedure for higher education institutions and research laboratories.

Minister of Education and Science Arayik Harutyunyan reminded that the state must set very specific tasks for research centers. "Last year we sent a circular requesting the topics on which the ministries would like research to be conducted, and we suggested the same aspirational topics that were necessary for the ministries. Perhaps we should circulate them once again and receive the topics that will make these research efforts more applicable," he proposed.

According to Pashinyan, the first step the state must take for all issues it seeks solutions to is not to bring an expert from somewhere but to solve the problem by delegating it to the domestic scientific environment. "We must present these issues to them. This should be the government's primary task: to do what it can to get answers to the questions that concern us. Even if we cannot immediately achieve quality, it doesn't matter; we must proceed step by step so that our scientific potential develops and they eventually feel involved and integrated into this entire reform process. We must move in this direction. Otherwise, we will constantly face problems," Pashinyan said.
