Government's 5-Year Program Presented

During today's government meeting, Deputy Prime Minister Mher Grigoryan presented the government's five-year program. He noted that the program reflects the main objectives, challenges, key steps, and value system that the government aims to pursue.

"In the next five years, the government's activities will be directed towards high technologies, industry, and exports that comply with high environmental standards, after which related measures will be established," he said.

Prime Minister Nikol Pashinyan responded by noting that it is worth stating that the government has worked for extended hours on the text several times. "In this regard, it is sufficiently inclusive, but we will need to synchronize it stylistically and lexically, and de jure we have time for editorial work. We need to ensure that the formulations of the program are maximally clear," he said.

Deputy Prime Minister Tigran Avinyan pointed out that the program is based on the electoral platform of the "My Step" alliance.

The Prime Minister suggested gathering the government either tomorrow evening or Friday morning to finalize the program. Thus, based on the Prime Minister's recommendation, the issue was not put to a vote.

The government's program of the Republic of Armenia includes the following sections:

  1. Fundamental guidelines for the activities of the Government of the Republic of Armenia
  2. Ensuring external and internal security (defense policy, internal security, foreign policy, ties with the diaspora)
  3. Combating corruption (transparency of the activities, property, and income of public servants, public administration, economic activity transparency)
  4. A free, dignified, and happy citizen (equality before the law, justice and protection of human rights, overcoming poverty, social protection and demography, healthcare, education and science, culture, sports, youth, environment)
  5. A competitive, participatory, and inclusive economy (economic policy and citizen welfare, expansion and realization of creative potential, competitive and participatory economy, business environment, freedom of internal markets, fair competition, export as a main driver of economic growth, investment growth as a prerequisite for competitiveness and sustainable development, tourism, development of SMEs as a prerequisite for inclusive economic growth, processing industry, agriculture)
  6. Territorial management, local self-government, and infrastructure (territorial management and local self-government, energy sector, mining sector, water management, transport, public property management, migration)
  7. High technologies, digitization, and defense industry (high technologies, communication, and digitization)
  8. Management of state finances (tax system, state expenditures)

According to part 2 of Article 151 of the Constitution of the Republic of Armenia, the National Assembly approves the Government's program within seven days by a majority of votes of the total number of deputies.
