Samvel Babayan Proposes to Develop a Unified Document Around Artsakh

The former Minister of Defense of the Republic of Artsakh, Samvel Babayan, has proposed that the official authorities in Yerevan and Stepanakert create a unified document for the negotiation process. Babayan made this statement during an interview with Radio Liberty.

“Political forces, led by the leadership of Armenia, should sit down and draft a general document, which will guide not only Prime Minister Pashinyan,” Babayan said.

He noted that the content of this document should also be known to the public, particularly regarding what concessions the parties are willing to make.

In response to a journalist's question about whether he thinks there could be secret agreements on the Artsakh issue, Samvel Babayan replied:

“Let me put it this way. In the past, there have been both secret and non-secret agreements, and they have already agreed on some compromises, but in the end, it hasn’t worked out. Let’s discuss this: the reason for this is that it will not happen, no matter how secretly you discuss it. You can reach an agreement around the same table with Azerbaijan or Azerbaijan can turn to international organizations or great powers to exert pressure on the Armenian side, and the Armenian side may come to an agreement on this or that issue, but excuse me, it won’t work out. That is an impossible question,” Babayan stated.
