Lukashenko Does Not Randomly Bring Up Previous Agreements: "168 Hours"

In an interview with the newspaper "168 Hours," German political scientist Uwe Halbach referred to the post-election developments regarding the resolution of the Nagorno-Karabakh conflict.

"It is clear that the agreement in Dushanbe aimed at stabilizing the border was reached and maintained in exchange for the promise that the authorities would be able to work more intensively and substantively on the resolution of the Nagorno-Karabakh conflict after the elections. It is important at this stage that both sides are showing restraint in their assessments, which may be due to the fact that the parties are still unfamiliar with each other's real intentions or expectations. It is no coincidence that Belarusian President Alexander Lukashenko is currently bringing up the previous agreements, which, at first glance, seem to be in the past. This means that these proposals are not exhausted and attempts will be made to bring them to the negotiating table," he stated.

Expert Susan Stewart pointed out that these revelations are not purposeless; such programs have existed and continue to exist on the negotiating table, and most likely, will be presented to the parties in the near future.

According to her, it is not surprising that there are separate packages for resolution, which the Azerbaijani side has frequently discussed, wanting to bring the negotiations under Russia's control, expressing dissatisfaction with the OSCE Minsk Group. Stewart speculated that it is not difficult to predict why Azerbaijan prefers this plan instead of continuing the process under the auspices of the Minsk Group.

"The Minsk process likely includes more balanced solutions than a separate package for resolution. The most interesting aspect of all this is how the new Armenian government will respond to these expectations and what kind of strategy it will adopt in such a negotiating process," she noted.
