In my opinion, the most appropriate system is a semi-presidential one. During the campaign in Charentsavan, Robert Kocharian, the prime ministerial candidate of the 'Armenia' alliance, stated.

'The powers of the president should change. Today we have a decorative president who can do absolutely nothing, appear nowhere, eat ice cream, play the piano, and have a staff of about 100 paid for by the budget. It is the most meaningless and incomprehensible position in the country today. My opinion is that a person should pass an IQ test. There should be an educational qualification set for becoming prime minister. The current prime minister does not have a higher education. After becoming prime minister, they arranged some diploma,' said Robert Kocharian.
