Revolution in Turkey: Major Changes Expected

Turkish President Recep Tayyip Erdoğan is preparing for a constitutional revolution. Speaking at an event commemorating the anniversary of the establishment of the State Council, he reiterated his intention to amend the country’s fundamental law. He noted that the current constitution of Turkey is problematic from a democratic perspective, as it was adopted following the military coup of the 1980s. According to the president, the creation of a new document is necessary for the complete modernization of the political system.

The topic of constitutional reforms has been central in Turkey since the run-up to the 2023 general elections; however, following the voting, the issue temporarily fell off the primary agenda. Now, official Ankara is attempting to return to this initiative, aiming to definitively rid itself of the remnants of the previous military-political system. Experts view this as an attempt to strengthen Erdoğan's political legacy, aimed at solidifying the presidential governance model.

Despite the authorities' determination, there are differing approaches within the opposition. While most political forces agree that the 1982 constitution is outdated, there are fundamental disagreements on substantive issues. Some opposition circles insist on the need to return to a parliamentary governance system, while the ruling party is inclined to maintain and strengthen the current presidential framework.

Over the past two decades, the influence of the military on political processes in Turkey has significantly decreased, especially after the failed coup attempt in 2016. The adoption of a new constitution could become the legal basis for enshrining the radical changes that have occurred in the country's internal and foreign policy. Political discussions on this issue are expected to enter a more practical phase soon.
