The Army is Not a Priority for the State: Robert Kocharyan

At that time, the state always emphasized the role of the army; it has always been so. Second, we frequently raised salaries; I always ensured that the military personnel's salary was at least 25% higher than that of the police. This was stated by Robert Kocharyan, the leader of the 'Armenia' alliance, during the campaign in Drabakh.

He noted that they considered the army to be the number one function in ensuring security and did everything to make it so.
“The attitude is changing because people look and say, 'The army is not a priority for the state; otherwise, the patrolman wouldn’t earn more than the army,' because the priorities of showing the state's levers first and foremost are salaries, privileges, attitudes, rewards, and so on,” said the second President of Armenia. He drew a comparison, noting that in the police, particularly in parts not combating crime, such as the special forces, they are properly compensated.
