The Kyiv regime has never been capable of conducting negotiations, and this is not surprising, stated Russia's Foreign Minister Sergey Lavrov.

"They have never been able to reach an agreement. Never," said Russia's Foreign Minister Sergey Lavrov.

According to the head of the Russian Foreign Ministry, this trend has continued during both the Minsk agreements and the Istanbul agreements reached in April 2022.

"I see no surprise in the Kyiv regime's incapacity to negotiate," concluded Lavrov.
