Government to End Student's Military Service Exemption
According to the newspaper "Zhoghovurd," the Armenian government is set to make a notable decision today. We have learned that a meeting will discuss and most likely approve a decision to end the military service exemption granted to Grigor Arthur Harutyunyan.
The justification for the government's draft decision is based on Article 22, Part 7 of the Law on Military Service and the Status of Military Personnel, Point 12 of the government's decision N 383-N dated March 23, 2023, as well as a directive from the rector of the National Polytechnic University of Armenia dated March 13, 2026, and a corresponding letter from the Armenian Ministry of Defense's Republican Military Commissariat.
It is noteworthy that by the government's decision N 1293-A dated August 15, 2024, Grigor Arthur Harutyunyan, born on February 22, 2006, was granted an exemption from mandatory military service recruitment until the completion of his studies, which ends with the summer draft of 2028. The basis for this exemption was his admission to the National Polytechnic University of Armenia in a field included in the state priority and importance list, specifically in “Energy / Nuclear Energy,” with full reimbursement of tuition fees on a free basis.
However, according to the data presented in the draft, Grigor Arthur Harutyunyan was expelled from the university on March 13, 2026, due to unsatisfactory academic performance. This circumstance, under current legislation, is considered a legal basis for the cessation of the military service exemption.
The draft also proposes to make a corresponding amendment to the government's decision N 1293-A dated August 15, 2024, by nullifying Subpoint 86 of Point 1 of the Appendix, which specifically pertains to Grigor Arthur Harutyunyan.
Thus, if the government adopts the draft, Grigor Arthur Harutyunyan will lose his exemption rights and will become subject to conscription for mandatory military service in accordance with the law.
