The Duration of Power Outages at HEC Has Decreased by About 25%: Romanos Petrosyan

Yesterday, during a conversation with reporters, Narek Karapetyan, the director of Tashir Capital LLC and the chairman of the board of directors of HEC, literally stated: “...as for electricity, over the last four months compared to last year, the number of outages in Armenia has increased by 40%. We are experiencing a total collapse in the electricity sector too, with a 40% increase in power outages...” This was written by Romanos Petrosyan, the acting director of HEC, on his Facebook page.

Below is the official statistics on the average duration of power outages in HEC's distribution network (for the elimination of malfunctions) over the last four months compared to the same months of the previous year (February is not yet summarized):

  • October 2024 - 71.56 min
  • October 2025 - 52.99 min
  • November 2024 - 73.31 min
  • November 2025 - 45.70 min
  • December 2024 - 79.04 min
  • December 2025 - 69.98 min
  • January 2025 - 57.33 min
  • January 2026 - 57.21 min

According to the aforementioned statistics, it is evident that in the last four months (during the period of the interim manager’s activity), the average duration of power outages in HEC's distribution network is 56.47 minutes, whereas in the same months of the previous period, the figure was 70.31 minutes. In other words, the average duration of power outages during their management period has been higher by approximately 25%.

As for the specific quantitative figures for power outages, I will publicly disclose the official information a bit later, as there are comprehensive analyses being conducted. Interestingly, during the previous period, before the Regulatory Commission launched an administrative procedure, not all malfunctions at HEC were officially recorded and documented. This resulted in distorted and unreliable reports being presented to the Regulatory Commission and the public.

Let me remind you that one of the six valid reasons for revoking HEC's distribution license at the conclusion of the administrative procedure initiated by the Regulatory Commission was precisely the distortion and unreliability of those official reports, which was also confirmed by special monitoring conducted by the Regulatory Commission for this purpose.

Finally, I once again call upon the chairman of HEC’s board of directors to stop listening to manipulative and distorted misinformation from Ghazinyan (the latter has his own issues to prove his version of the truth to the owners). Instead, as one of the governing bodies of HEC, I urge you to officially inquire HEC and obtain reliable and properly documented information.

Otherwise, the impression deepens that, just as in the past you did not grasp the actual situation in the realm of regulating public services provided by a natural monopoly, which is the energy sector of strategic importance and a national asset, you are still trying to pretend that you are still “in the loop” regarding HEC...
