Russia Ready to Discuss Temporary External Governance for Ukraine: Galuzin

Following the completion of the special military operation, the idea of implementing external governance in Ukraine under the auspices of the UN is one of the possible options for conflict resolution, and Russia is prepared to discuss this with other countries. This was stated by Russia's Deputy Foreign Minister Mikhail Galuzin in an interview with TASS.

“In March 2025, Russian President Vladimir Putin announced that the establishment of external governance for Ukraine under UN auspices is one of the possible options. Similar precedents have occurred within the framework of UN peacekeeping activities. In general, Russia is ready to discuss the possibility of introducing temporary external governance in Kyiv with the United States, European countries, and others,” he said.

The Deputy Foreign Minister believes that such a step “would provide an opportunity to conduct democratic elections in Ukraine and create a viable government, with which a comprehensive peace treaty and legal documents regarding future interstate cooperation could be signed.”

“At the same time, it should be noted that the UN has not officially established a uniform mechanism for creating temporary international administrations in conflict-affected areas,” he added.
