Russia is amassing forces and preparing for a new large-scale offensive against Ukraine. This assessment was provided by the Institute for the Study of War (ISW), addressing the recent movements and tactical activity of Russian troops.

According to ISW, the Kremlin intends to launch new operations this summer in the southern and eastern directions of Ukraine. Specifically, it is noted that Russian forces are creating conditions for possible offensive operations in the Slovyansk-Kramatorsk and Orekhov-Zaporizhzhia directions, attempting to achieve significant progress in these areas.

Analysts estimate that Russia is simultaneously forming a strategic reserve composed of conscripts, which, according to ISW, began in July 2025 and may be used to support these offensive operations. At the same time, it is noted that the Russian side is forced to partially utilize these reserves for ongoing combat operations, attempting to offset losses in Ukraine and ensure continuous support for active units.
