Bribery in Organizing the Issuance of Driver's Licenses

The Investigation Committee of Armenia has uncovered a case involving bribery related to the illegal organization of the driver’s license issuance process in a recent criminal case.

In 2025, a resident of Yerevan demanded and received money from a citizen under the pretext of facilitating the process of obtaining a driver's license. Initially, the resident had no intention of approaching any official regarding the acquisition of a driver's license but assured the citizen that he could arrange the process for a certain fee.

During the preliminary investigation, it was revealed that on the day of the theoretical exam in July 2025, the citizen transferred a portion of the money via bank transfer to the Yerevan resident. Subsequently, under the pretext of passing the rest of the money to the appropriate official, the resident received the rest of the required amount from the citizen.

As a result, the amount obtained through the bribery pretext was not forwarded to any official by the Yerevan resident, who instead used it for personal needs. The other citizen was unable to finalize the crime due to unforeseen circumstances.

The Yerevan resident has been charged, the preliminary investigation in the criminal case has been completed, and the case materials have been sent to the Anti-Corruption Court of Armenia with an indictment.
