1.5 Million Drams Sent from Russia by a Relative: Emma Palyan Incorrectly Filled Out Declaration, Fines Imposed

The Corruption Prevention Commission examined an administrative violation case against National Assembly member Emma Palyan on December 9, 2025, under Article 169.28, Part 3 of the RA Code of Administrative Offenses. This information was reported by 24News.

The administrative case was initiated based on a publication on the Armlur.am website dated October 10, 2025. The Corruption Prevention Commission conducted an investigation regarding discrepancies found in the declaration submitted by Emma Palyan for 2022-2024, concerning her assets, income, expenses, and interests, which were highlighted in the media. As a result, it was found that Emma Palyan declared an income of 1,500,000 drams in one section of her 2024 declaration. However, the name of the organization or the name, surname, and patronymic of the person who paid the income, as well as their address, were noted with a “dash” in the field, while the “Description” field contained the information “money sent from Russia by a relative.” Palyan indicated that she received the money from a friend.

In the same declaration’s section on “Received Loans and Borrowings as of December 31 of the Reporting Year,” Emma Palyan declared a total of 25 million drams, of which 4 million drams was a consumer loan and 21 million drams a mortgage loan. By cross-referencing these figures with data from Palyan's 2023 annual declaration, it was found that the remaining amount of the mortgage loan by December 31, 2023, was 21 million drams, while it was stated as 20,643,674 drams in the 2022 declaration.

In the same declaration’s section regarding information about the family members of the declarant, Emma Palyan noted that her husband, Albert Martirosyan, was unemployed. However, according to the data in the State Revenue Committee's electronic database, Albert Martirosyan has been employed at the “Hayantar” State Non-Commercial Organization as a “Forester” from September 27, 2023, to the present. Furthermore, his income from the “Hayantar” organization appears in the “Income of the Reporting Year” section of the 2024 assets, income, expenses, and interests declaration.

The Commission recorded features of the offense and prepared a report. Member Emma Palyan was notified to present herself to the Commission, but an administrative report on violations was compiled in her absence. In her submitted clarification, Palyan stated that she was ready to make amendments and provide the required information. The Commission decided to impose an administrative penalty of a warning on National Assembly member Emma Palyan.
