US Determines Priority Visas List

The Trump administration has directed US diplomatic missions to expedite visa issuance for foreigners attending major sporting events or planning significant investments. At the same time, new stringent criteria have been introduced for H-1B visa applicants due to online censorship.

Priority will be given to investors and sports fans. The Trump administration has instructed US embassies worldwide to prioritize visa applications from foreigners planning to visit the country for investment or to participate in the 2026 FIFA World Cup, the 2028 Olympic Games, and other significant sporting events.

The State Department indicated that applications from business people planning significant investments in the US should be prioritized. The same priority will apply to those looking to attend “major sporting events showcasing American excellence.”

Simultaneously, all visa applicants must undergo mandatory interviews and be screened for potential national security threats. This has led to long lines for B1/B2 visas at numerous embassies and consulates.

Last month, Trump announced the FIFA Pass initiative aimed at speeding up visa assignments for participants in the 2026 World Cup. US Secretary of State Marco Rubio stated that the government has sent over 400 additional consular officers to process applications, with appointments potentially available within 60 days in 80% of countries.

The recent measures outlined in current telegrams expand the scope of the FIFA Pass to include not only the 2026 World Cup but also the Olympics and other major sporting events. Diplomatic missions are tasked with ensuring adequate slots for spectators and other fans, prioritizing their applications over all other B1/B2 visas, except for those related to “American re-industrialization.”

Priority is also given to foreign diplomats, government employees, temporary agricultural workers, religious figures, medical professionals, and students from educational institutions where the proportion of foreign citizens does not exceed 15%.

New Rules for Highly Qualified H-1B Workers: In a separate telegram sent on Tuesday, new criteria for reviewing H-1B visa applications were outlined. Consular officials are urged to be “cautious” about applicants who may be considered participants in “American censorship” on social media, according to European and other global content moderation policies.

H-1B visas allow American companies to hire highly skilled foreign professionals. Trump had previously announced intentions to impose an annual fee of $100,000 for such visas.

The State Department clarified that potential evidence of complicity could include participation in global moderation policies contrary to the principles of free speech, compliance with censorship demands from foreign governments, and transfer of personal data of American citizens as part of content moderation.

Such evidence may be found in an applicant’s resume, previous employment, social media, or public statements. The document notes that all applicants meet these criteria; however, those holding or applying for H-1B visas will undergo the strictest scrutiny, as many work in the technology sector, including social networks or financial companies involved in limiting free speech.
