Prosecutor's Office Sends Request to Lake Sevan National Park Regarding Termination of Lease Agreement for 2.8-Hectare Plot Granted to 'Harsnakhkar'
The Prosecutor General's Office has sent a request to the director of the Sevan National Park SNCO regarding the termination of the lease agreement for a 2.8-hectare plot signed on December 2, 2002, between the SNCO and 'Noralusin' LLC. The request includes measures for transferring the properties attached to the plot to Sevan National Park and for the lessee to vacate the area. This information has been reported by the Prosecutor General's Office.
Within the framework of protecting state interests, the Prosecutor General's Office examined the lease agreement between the Sevan National Park SNCO and 'Noralusin' LLC and identified several violations. The investigation revealed that there was no basis for signing the lease agreement. Specifically, data regarding the competition protocol were not included in the contract, and the protocol itself is absent, indicating that no competition took place.
In response to a query from the Prosecutor General's Office, the Sevan National Park SNCO informed that on September 10, 2025, it sent a notification to 'Harsnakhkar' LLC regarding the change in the cadastral value of the property. However, according to information from the Cadastre Committee, the cadastral value of the property has changed since 2021 (the cadastral value of the address 48/6 Yerevan Road, Sevan is 452 million 944 thousand drams). The annual rental fee stipulated in the contract is 1.61% of the cadastral value; thus, from January 2021 until the notification date on September 10, 2025, the SNCO did not receive the fees due to changes in cadastral value, which total approximately 7 million 292 thousand drams annually (the total rent for the period from January 1, 2021, to September 10, 2025, amounts to about 34 million 600 thousand drams).
Officials of the Sevan National Park SNCO have not taken measures to terminate the lease agreement with the LLC after its expiration or to transfer any buildings and structures constructed on the state-owned land under the contract to the SNCO, or to demand the lessee to vacate the plot.
Based on the identified violations from the investigation, a notification regarding the crime has been submitted to the Anti-Corruption Committee. A criminal case has been initiated at the Anti-Corruption Committee concerning the features of an official crime. Simultaneously, the Prosecutor General's Office has sent a request to the director of the Sevan National Park SNCO to take measures concerning the termination of the lease agreement and the transfer of fixed properties to the SNCO and for the lessee to vacate the premises.
