“The resumption of nuclear testing is a destabilizing factor in our relations with Russia and the Chinese,” the Senate noted.

Earlier, President Trump stated that he had instructed to conduct nuclear tests to ensure “equal conditions” with other countries that, according to him, are implementing similar programs.
