Only 21,916 of 120,000 Displaced Armenians from Artsakh Have Applied for Armenian Citizenship

As of October 30, 2025, a total of 21,916 individuals forcibly displaced from Artsakh have applied for Armenian citizenship. During the presentation of the 2026 budget draft in the National Assembly, Minister of Internal Affairs Arpine Stepanyan noted that by that same date, 14,064 individuals had been granted citizenship by presidential decree, while another 7,191 minors had acquired citizenship through passport issuance.

The Minister added that there are also 7,852 applications currently in process.

It is important to note that following military operations by Azerbaijan in 2023, approximately 120,000 people were relocated to Armenia from Artsakh.
