Romanos Petrosyan, the interim director of the Electricity System Operator (ESO), wrote on Facebook: "Pure facts. The former Deputy Chief Executive Officer of 'ESO' and former Director of Economics and Finance was granted an interest-free loan (advance payment) of 24,700,000 AMD by ESO at the end of December 2023.
A significant part of the loan, amounting to 16,458,000 AMD, was repaid by this official literally two weeks before the Administrative Commission (AC) initiated administrative proceedings against ESO, on 04.07.2025, right before his dismissal from ESO, having received a one-time half-yearly bonus of the same amount, 16.458 million AMD, from ESO.
In addition, it is noteworthy that regarding the issuance of loans (advances) to ESO officials and repayment terms, the company’s procedures have been repeatedly violated. Specifically, the sum of loans granted to them should not exceed three times their monthly salary, and the repayment term is set at a maximum of 6 months.
