Former Minister of Culture to Reimburse Approximately 25 Million Dram to Armenia

The Anti-Corruption Court, in a new examination of the civil case No. HCD/0007/02/22 (the Supreme Court upheld the Prosecutor General’s appeal on November 27, 2024, and overturned the decision of the Appeal Anti-Corruption Court from February 29, 2024, sending the case back to the Anti-Corruption Court for new examination), ruled on October 7, 2025, in favor of the Prosecutor General’s claim against former Minister of Culture Hasmik Poghosyan. As a result, approximately 25 million 252 thousand dram will be confiscated for the damage caused to the state.

According to the circumstances of the case, the damage was incurred due to the improper execution of contracts signed in 2007 and 2008 between former Minister of Culture Hasmik Poghosyan and the “Gugark” company for restoration works at the Kobayravank Monastic Complex.

The court found the arguments of the Prosecutor’s Office regarding Hasmik Poghosyan’s illegal conduct concerning the two contracts to be substantiated and accepted the claim.
