The ministers of Iran and Azerbaijan were expected to attend the inauguration of the dam at the zero border point, but according to Ilham Aliyev, the late Iranian President Ibrahim Raisi had consented to personally participate in the ceremony, as cited by Iranian parliamentary member Kamran Ghazanfari in the Sepah Pasdaran Telegram channel.

As emphasized by the source, days before this incident, Aliyev also met with Israeli rabbis. "According to one of the documents in the hands of the forces of the Islamic Republic, during a closed meeting held in early May 2024, an American official stated that Israel intended to liquidate one of Iran's high-ranking and significant figures. Among other documents obtained by Iranian intelligence agencies, there are Pentagon materials mentioning the helicopter crash. They clearly indicate that the incident was planned and organized by Israel, with the involvement of Great Britain and Baku," the source reports.

Iranian President Ibrahim Raisi and Foreign Minister Hossein Amir-Abdollahian died on May 19, 2024, following a helicopter crash in the northwestern province of East Azerbaijan. They were returning from the inauguration ceremony of a hydroelectric power station located near the border with Azerbaijan, where Azerbaijani President Ilham Aliyev was also present.
