Criminal Proceedings Initiated Following Inspections by the Electric Networks of Armenia
Criminal proceedings have been initiated based on the inspections conducted at the branches of the Electric Networks of Armenia (HETC). This was announced by HETC.
“During the inspections conducted by the specialized department of 'Electric Networks of Armenia' from June to September, occurrences characterized by evident public danger were identified at several branches of the company, and reports have been submitted to the Prosecutor General's Office of Armenia. Specifically, it was revealed that in the operational area of the 'Geghama' branch's 'Sevan' electric network, discrepancies were found in the commercial accounting devices for electricity consumption of budget consumers, with a total of 130 commercial meters showing a cumulative overestimation of 22,850 kWh based on the data entered into the company’s accounting database. A report regarding the violations discovered on August 29 of this year was sent to the Prosecutor General's Office of Armenia. On September 9, 2025, a criminal case was initiated at the Main Department for the Investigation of Particularly Important Cases of the Investigative Committee of Armenia, and a pre-investigation is underway.
In the service areas of the 'Martuni' electric network of the 'Geghama' branch, the 'Araks' branch's 'Ararat', 'Masis', and 'Artashat' electric networks, and the 'Gars' branch's 'Gyumri', 'Artik', and 'Ani' electric networks, a total of 84,297 kWh overestimations and 11,160 kWh cases of undervaluation of solar production were recorded. A report about the violations discovered on August 29 was also sent to the Prosecutor General's Office of Armenia, and on September 10, 2025, a criminal case was initiated in relation to them.
In another case inspected in the 'Masis' electric network of HETC, it was found that the relevant employees failed to comply with a request submitted to HETC based on a written notice from an economic entity to terminate the electricity supply to another economic entity, resulting in a debt of 15,406,120 AMD. Furthermore, during the inspections conducted in the jurisdiction area of the same electric network, it was identified that the readings from 7 electric meters were not displayed and incorrect data were entered for 2 meters in the ACBs database. Additionally, cases of cumulative overestimation of 7,934 kWh were discovered based on the analysis of 4 meters. A report regarding the violations found on September 12 has been sent to the Prosecutor General’s Office.
In the inspections carried out at the 'Debed' branch of HETC, occurrences of overestimations and undervaluations were identified, specifically, through the analysis of 15 burnt or otherwise damaged meters, a total of 180 kWh undervaluations and 19,722 kWh overestimations were noted. It was also revealed that in the months of June and July this year, a debt of around 13,500,000 AMD was incurred for the repair and maintenance of technology and vehicles, most of which arose from the needs of a contracting organization operating in the service area of the 'Debed' branch, utilizing the equipment owned by HETC. A report regarding the violations found on September 18 has been sent to the Prosecutor General's Office.
In the inspections at the 'Geghama' branch, it was found that during the period from December 2024 to August 2025, the drilling machines owned by the company have mainly been utilized for the needs of contracting organizations operating in the service area of the branch, resulting in an expenditure of 10,530,000 AMD for maintenance and repair, while the analysis showed that effective management could have kept these costs within 180,000-240,000 AMD. A report about the violations found on September 19 was sent to the Prosecutor General's Office.
Studies conducted at the 'Aghstev' branch of HETC revealed that numerous employees, instead of performing their assigned duties, were engaged in work for the needs of contracting organizations operating in the service area of the branch, yet were paid by 'Electric Networks of Armenia', resulting in financial losses for the company. A report about the violations found on September 25 has been sent to the Prosecutor General's Office,” reads the announcement.
